摘要
研究旨在通过对环境保护舆情的多维度特征分析,为当地政府、水电开发企业提供掌握、防范和规避水电开发环境保护舆论风险的有效方法。国际河流水电开发环境影响问题已经引起国内外民众的广泛关注。开展国际河流水电开发环境保护方面的舆情监测是开阔政府及水电开发企业的视野,倾听民众的利益诉求,掌握、防范和规避来自国内外水电开发环境保护舆论风险的重要途径。构建了国际河流水电开发环境保护舆情监测理论框架,以澜沧江流域水电开发为例,使用Meta Seeker采集了舆情信息经筛选后构建了2005-2014年澜沧江水电开发环境保护舆情数据库。使用内容分析法对舆情信息进行分类、编码、处理,构建了环境保护舆情特征分析框架,从舆情生长度、舆情热度、舆情倾度、舆情强度等4个维度对环保舆情生命周期、覆盖范围、情感倾向、舆情热点等特征进行了深入细致地分析。
This paper aims at providing an effective method for the hydropower development enterprises and the local government to evade the risk of offending public opinion. The environmental effects of hydropower projects along the international rivers have attracted attention at home and abroad. Monitoring the public opinion of the environmental effects of hydropower projects along the international rivers provides an extremely important way to broaden your horizons of hydropower development enterprises and the local government, listen to the interests of the public demands, evade the risk of offending public opinions. This paper constructs the theoretical ~i'amework of network public opinions monitoring the environmental effects of hydropower projects along international rivers. Within the theoretical framework, we collected the data by MetaSeeker in the case of hydropower projects of Lancang River basin in China. Then we silted and analyzed artificially the data and built the database of network public opinion of the environmental effect of hydropower projects along Laneang River from 2005 to 2014. This paper adopt content analysis method to code and to process the database. We constructed the framework to analyze the features of network public opinions. Then we analyzed life cycle, range, emotional leanings and hotspot of network public opinion from the perspectives of tendency, popularity, inclination and intensity.
