摘要
针对SOLAS 2009有关客船破损稳性的要求,分析综合安全评估(FSA)在提高客船破损稳性衡准论证中的具体应用方式,认为FSA在提高客船R指数中得到全面的应用,建立的风险模型可评价现有邮轮和滚装船的社会风险水平,可作为成功修订IMO规则的一个范例。
In terms of the damage stability requirements in SOLAS 2009, the application of formal safety assessment (FSA) in improving the damage stability of passenger ships was analyzed. It was found that the FSA approach has been fully used for the purpose of increasing index R of passenger ships. The risk model is helpful to assess societal risk of existing cruises and RoPax ships. This specific application of FSA appears to be a good example for successfully amending IMO regulation.
