摘要
针对以风电、光伏为代表的新能源电源大规模并网给电网调度日前和实时发电计划带来的影响,提出了解决新能源调度的两阶段双层次调度新方法。该方法分为日前发电计划和实时发电计划两个阶段,每个阶段含有两个层次,其中第一层次以新能源电源因调峰弃风弃光电力、新能源送出通道利用率为目标函数,考虑电网安全作为约束条件,获取系统消纳风电、光伏等新能源电源最大能力,在此基础上,第二层次提出解决了电网在风电、光伏受限时各新能源电厂弃风率、弃光率不一致的问题,保障了调度公平性。利用某省级电网进行测试,测试结果验证了所提调度方法的有效性。
In view of the influence of large-scale new energy injecting to grid, for example wind, photovoltaic power, it brings some problems to the day-ahead generation schedule and real-time dispatch. In this paper, a new method of two stage and two level dispatching is proposed to solve the new energy dispatching problem. The method is divided into two stages:day-ahead generation schedule and realtime dispatch. Each stage contains two levels. In the first level, the new energy power supply for peaking dispatching, wind and solar curtailment power, new energy out of channel utilization rate as the objective function, which consider the grid security as a constraint condition, the maximum capacity of the new energy supply system is obtained such as consumptive wind power, photovoltaic and other and etc. In the second level, the method is proposed to solve the inconsistent problem of the rate of wind and solar curtailment when the grid in the wind power, photovoltaic is limited in the new energy power plant, and the fairness of the dispatching is guaranteed. By using the actual provincial power grid to test, the test result verifies the feasibility and effectiveness of this method.
