应用类科技成果评估体系研究——以大连市金普新区为例

On the Application of Evaluation System of Science and Technology Achievement——A Case Study of Jinpu New Area of Dalian

科技成果评估体系是科技成果管理的重要手段,科学的科技成果评估体系有利于提高科技成果的实施效率和转化应用。本文以金普新区为范本,从科技成果评估的角度入手,系统的分析和研究金普新区科技发展状况,拟建立一个操作性强、价值高的科技成果评估指标体系。在指标体系搭建的基础上,设置各指标间的相对权重,设计科技成果评估的计分方法,以期对金普新区应用类科技成果进行有效评估,并同时为建立金普新区应用类成果评估体系提出政策建议。

Evaluation system of science and technology achievement is a key to science achievement management, which is helpful to improve the efficiency in science achievement. This paper, taking Jinpu New Area as a model from science achievements, analyzes the science and technology development to establish an effective evaluation index with relative weight of each index being set up to score the evaluation method in the application of science achievement with recommendation in policy.
