促进浙江高层次人才向创新驱动一线集聚的路径探析-基于人力资源产业园建设视角

Research on the Path of Promoting Zhejiang High-level Talents to Innovative-driven Front-line Agglomeration——Based on the Construction of Human Resources Industrial Parks

党的十八届五中全会提出"创新、协调、绿色、开放、共享"五大发展理念,把创新放在了发展理念的首位。人才是创新的根基,创新驱动实质是人才驱动。人力资源服务业蓬勃发展,已成为现代服务业新的增长点。阐述了浙江省建立人力资源产业园的基础及优势,分析了浙江省高层次人才向创新发展一线集聚的必要性,并提出通过人力资源产业园建设促进高层次人才向创新驱动一线集聚的方法与路径。

The Fifth Plenary Session of the 18th CPC Central Committee put forward the five major development concepts of ＂innovation, coordination, greenness, openness and sharing＂ and placed innovation first in the development concept. Talent is the foundation of innovation, and innovation-driven essence is talent-driven. The vigorous development of human resources service industry has become a new growth point of modern service industry. This paper elaborates the foundation and advantage of establishing human resource industrial park in Zhejiang Province, analyzes the necessity of high-level talent pooling in Zhejiang province, and puts forward in detail how to promote the accumulation of high-level talent to innovation-driven front-line agglomeration through the construction of human resource industrial park method and path.
