高校基建项目限额设计存在的问题与建议

Research on the Problems and Suggestions on Quota Design of Infrastructure Projects in Colleges and Universities

限额设计是基建项目全过程造价控制的重要方法之一,阐述高校基建在推行限额设计中存在的缺乏问责制、设计任务书编制无审查、设计无限额指标以及设计费计取不合理等方面的问题;从实行项目后评估落实问责制,推进设计阶段的改革,完善和落实设计招投标、监理制度等方面提出改进建议。

Quota design is one of the important methods of cost control in the whole process of infrastructure projects. This paper mainly elaborates the problems in the implementation of the quota design in infrastructure projects,including the lack of accountability system,compiling design project description without examination,unlimited designing indicators,and unreasonable record of designing fees. Then,puts forward some suggestions,such as implementing the accountability system by post project evaluation,promoting the reform of the design stage,and improving and implementing the design bidding,supervision system,etc.
