摘要
党的十八大以来,随着经济平稳健康发展、转型升级加快推进、改革开放不断深化,山东省职工队伍主力军作用得到充分发挥,各项权益得到较好实现,同时也出现了一些新情况新变化。这些变化表现在:职工队伍规模不断壮大,结构、分布有所变化;职工队伍素质不断提升,就业观念、方式更加多元;职工生活持续改善,互联网深刻融入职工工作生活;工人阶级主力军作用充分发挥,职工队伍思想动态呈现多元化、复杂化、个性化特点。一系列保障和改善民生政策陆续出台,为职工劳动经济权益实现奠定了坚实基础;各项民主管理制度更加完善,民主管理渠道更加畅通,民主管理领域更加拓展,较好地保障了职工群众的民主政治权利;满足职工精神文化需求的条件不断改善,职工精神文化需求健康向上,职工得到较好的人文关怀和心理疏导,职工精神文化权益得到保障和实现;新技术、新产业、新业态、新模式蓬勃发展,为方便职工群众、扩大职工就业、提高职工收入创造了条件。同时,山东省职工队伍发展过程中仍然存在着以下主要问题:就业形势依然严峻;职工经济权益实现情况不均衡问题比较突出;农民工仍然是权益维护弱势群体;职工队伍建设领域还存在一些薄弱环节;劳动关系领域不和谐因素依然较多;工会组织的作用发挥还不够到位。进一步加强山东省职工队伍建设,必须贯彻落实"依靠"方针,在助推新旧动能转换、开创经济文化强省建设新局面中充分发挥工人阶级主力军作用;推进产业工人队伍建设改革,促进广大职工体面劳动、全面发展;维护和发展职工权益,让广大职工更多更公平地分享改革发展成果;努力构建和谐劳动关系,促进职工队伍稳定;加快推进工会改革发展,进一步增强对职工群众的吸引力、凝聚力。
After the 18th national congress of the CPC, economy develops steadily and healthily, transformation and upgradation are quickly promoted, reform and opening up get more deepening, which are good for playing the role of staff forces in Shandong province and achieving all rights and interests. However, some new situations and changes appear at the same time which are manifested in the following aspects: the scale is becoming larger and larger, structure and distribution changes slightly; the quality gets improved a lot, employment concept and methods become more fexibly; staff's lives get better and better and the Internet steps into their work life; working classes, as the main force, could fully play their roles; the ideological trend becomes multiple, complex and has its own characteristic. A series of policies on protecting and improving civil lives show up, paving the way of achieving staff's economy rights; all democratic management systems get perfected, making a smoother democratic management channel and widening management fields and guaranteeing their basic political rights; staff's satisfaction on spiritual and cultural needs increases and they could get better humanity care and psychological counseling to make sure their spiritual and cultural rights; prosperous development of new technology, industries, forms and models creates conditions for providing convenience, enlarging employment and improving their income. Meanwhile, there also exists following major issues during the development of staff forces: the employment situation is still grim; economy imbalance is conspicuous; peasant workers are still in disadvantage in protecting rights and interests; some weak parts still exist in the work force construction; disharmonious factors are numerous in labor realm; the role of trade unions organization did not get fully played. So in order to further promote our staff forces construction, we have to implement plan of "dependence", play the major forces of working classes in promoting transformation of new and old dynamism and starting new situation of economic cultural province construction; facilitate industrial worker staff construction reform, enhance decent work and integrated development of massive staff; safeguard and develop staff's rights and interests, making them fairly share results of innovation; build harmonious labor relations and promote its stability; accelerate trade unions' innovation and development and increase the attraction and coherence to the staff multitude.
