关于构建南海地区安全合作机制的思考

Perspectives of Building Cooperative Security Mechanism in the South China Sea

当前南海形势"降温、趋缓、回归、合作"的基本态势没有变化,但同时美日军事同盟活动范围进一步向南海延伸以及个别国家在南海争议海区进行单边开发等负面因素也不容忽视。面对新形势、新挑战,中国与南海周边各国有必要建立新的地区安全合作机制,以此管控海上潜在冲突,增进彼此互信,促进争端解决,巩固当前南海形势向好发展态势,促进地区和平稳定,并最终构建符合地区各国共同诉求的新机制、新秩序。

While the current situation in the South China Sea tends to be cooling down and returns to the right track of cooperation,the negative factors,such as the extension of activities of US-Japan military alliance toward the South China Sea,or unilateral development in the disputed areas by some countries,can not be neglected.Due to the new situation and challenges,it is necessary for China and other South China Sea nations to establish new mechanism of regional security cooperation,so as to keep potential conflict under control,to enhance mutual confidence,to facilitate dispute solution,to promote the regional security and stability,and in the end to build new mechanism and new order which represents the common interest of regional nations.
