摘要
有效的内部治理是团体标准组织能力的体现和团体标准化活动开展的基本保障,对团体标准组织的良性发展具有重要作用。本文运用三圈理论的分析框架,从价值、能力与支持3个维度,将团体标准组织内部治理分为6种类型,并对当前团体标准组织内部治理所面临的困境进行了分析。同时,通过对闪联产业联盟内部治理案例的研究,提出了塑造共同价值、完善内部治理结构、搭建内部协同合作机制与树立良好社会形象的团体标准组织内部治理优化路径,以期提高我国团体标准组织的自治水平和推动我国经济提速增效。
The effective internal governance generally manifests the capabilities of standards-setting social organizations, and more importantly, fundamentally guarantees the conduction of social organization standardization activities, thus it plays an important role in shaping standards-setting social organizations. Based on the analytical framework of the Three-circle Theory, this paper classifies the internal governance of standards-setting social organizations into six categories according to three dimensions: value, ability and support, and analyzes the predicament faced by current internal governance. Meantime, by studying into the case of practice of IGRS Industry Alliance, an optimization approach for internal governance of standards-setting social organizations is proposed, which mainly proposes to shape common values, improve the internal governance structure, build internal coordination and cooperation mechanisms, and establish a good social image, aiming at enhancing the self-governance of domestic social organization making standards and propelling to increase national economic speed and efficiency.
