高比例风电背景下计及N-1安全网络约束的发输电优化规划 被引量:28

摘要 高比例可再生能源接入将是未来电网发展的重要方向之一,为应对高比例风电带来的不确定性,提高规划方案对风电的消纳能力及模型求解效率,该文利用多场景技术对风电、负荷的不确定性进行建模,在此基础上建立了计及N-1安全网络约束的发输电双层随机规划模型。上层模型以年投资成本、运行成本及弃风惩罚成本之和最小为目标,考虑了发电机组的开停机和输电网拓扑结构的改变。为减少机组由于爬坡能力和容量不足而造成的弃能,约束条件中计及了机组爬坡/下坡速率和备用等。下层模型以切负荷最小为目标,进行N-1安全校核。上下层模型以N-1线路约束为纽带,通过迭代添加新的校验约束,以达到降低求解规模、加快算法收敛的目的。改进的IEEE-RTS 24节点系统验证了本文所提模型和算法的有效性。 High penetration of renewable energy integration will be one of the important development trend of future power systems. In order to deal with the uncertainties caused by wind power, improve the wind power accommodation capacity of planning schemes and solving efficiency, multiple scenarios technique was presented to handle uncertainty of wind power and load. Based on that, a two-stage stochastic generation and transmission expansion planning model with N-1 security network constraints was proposed in this paper. Annual investment cost, operation cost and penalty cost of the wind curtailment were considered in the upper level, and unit commitment and optimal transmission switching were also incorporated with the model. Moreover, ramp ability of generators and spinning reserve were obtained in constraints to reduce wind ctmailment caused by lack of climbing capability. The minimum load shedding model was presented in the lower level to carry out N-1 security check. New constraints were added iteratively to the upper level to speed up the convergence of the algorithm. Finally, the modified IEEE-RTS 24 bus system was proposed to verify the effectiveness of the proposed model and the algorithm.
