Officials’ Misconducts and Their Regulation in the Interaction between Government Officials and Businessmen

官商力量对比构成了官商交往行为策略与方式选择的基本情境。依据官员与商人在互动过程中显现出来的依赖性程度差异将官商互动分成三类基本情境:官强商弱、商强官弱、官商对等,官员在不同情景下通常会对应采取'拉拢型'行为、'同盟型'行为和'操纵型'行为。控制官员官商失范行为,构建'亲''清'的新型政商关系,必须在官商之'清'的底线上,划定良性合作之道,设计激励性措施,保障官商恪守边界的同时,积极促进官商之亲,共推经济社会发展。为此,应当进一步通过国家法律和党内法规规范官商行为界限的基础上,根据官商交往的基本情境和官员行为的内在逻辑,有针对性设计规控措施。

The power disparity between government officials and businessmen constitutes the basic scenario whereby the former adopt different behavioral strategies in the interaction between the two.In accordance to the different dependence degrees between government officials and businessmen,we can divide their interaction into three primary types:strong official-weak businessman scenario,strong businessman-weak official scenario,and equal official-businessman scenario.Depending on different scenarios,government officials usually adopt different behaviors:'pull-in'behavior,'alliance'behavior,and'manipulation'behavior respectively.To regulate government officials’misconducts and forge a cordial and clean relationship between officials and businessmen,it is crucial,while drawing the bottom line of building a clean relationship,to chart out a new cooperative path between the two.Specifically,incentive measures should be designed to ensure officials and businessmen to stay within their own boundaries,so that a cordial relationship between them can be constructed,and that economic and social development can be promoted.To this end,it is important to design and adopt targeted regulatory measures,on the basis of state laws and party regulations,in accordance with the different scenarios of official-businessman interaction and the internal logic of officials’behaviors.
