摘要
将体育企业参与政府购买公共体育服务划分为非营利、被动参与和主动参与3种模式,构建不同模式下的数学模型,探讨体育企业参与政府购买公共体育服务的操作性。结果显示:在非营利模式下,体育企业不会参与公共体育服务,有限的供给主体选择空间导致政府购买公共服务的效率低下;在被动参与模式下,企业"逐利性"占主导地位,政府将面临供给主体不稳定的风险;在主动参与模式下,体育企业主动寻找体育需求且免费提供基本公共服务,在此基础上进行增值服务转化以营利,进而达到政府、体育企业、民众等多方共赢的目的。
Sport enterprises involving in government purchasing public sport services fall into three modes:non-profit,passive participation and active participation.In this paper,mathematical models for each mode are given and discussed to explore the feasibility of suppliers participating in thegovernment purchase.The results show that:(1)in the non-profit mode,sport enterprises will not offer public sport services.Eventually,the limited supply choice leads to the inefficiency of government purchase.(2)In the passive participation mode,profit dominates the decision-making,thus the government will risk the instability of supply.(3)In the active participation mode,sport enterprises attempt to seek demands for basic public sport services for free,and gradually change it into value-added services to make profits.In this way,a win-win objective is attained for the government,sport enterprises and the common population.
