阐述了民用重型平板拖车研制与使用中贯彻国防要求遵循的原则与主要内容,分析了贯彻国防要求民用重型平板拖车勤务定位,贯彻国防要求民用重型平板拖车拟编配单位和使用方法,以及民用重装备运输力量接收的发式方法和主要内容,提出筹建重装备战略投送民用公路支援车队的编组方法、训练内容和方法。

This paper expounds the principles and main contents of carrying out the national defense requirements in the development and use of heavy plate trailers for civil use,analyzes on the service orientation of heavy plate trailers for civil use in carrying out the national defense requirements,on the planning units and using methods of heavy plate trailers for civil use in carrying out the national defense requirements,and on the sending method and main body for receiving the transportation forces of heavy equipment for civil use.The main contents are as follows: the paper puts forward the method,training content and method of organizing the support fleet for civil highway in preparation for the strategic delivery of heavy equipment.
