摘要
当前的调峰辅助服务分摊机制中,提供辅助服务所产生的费用由发电厂自身承担、而效益由全市场主体享用的规定存在对发电厂补偿不足、对加剧负荷峰谷差的电力用户考核不到位的问题。为贯彻"谁受益,谁承担"的辅助服务费用分摊原则,提出一种考虑用户参与的调峰辅助服务费用分摊机制。首先根据区域电网的日负荷曲线界定当日的峰荷时段和谷荷时段;其次,通过电力用户的日负荷曲线量化其在峰荷时段和谷荷时段的分摊责任,并按责任的大小对电力用户进行辅助服务费用的分摊;最后阐述了该分摊机制在电力市场运作、结算过程中的应用。算例结果表明,所提分摊机制能够适当减轻辅助服务提供方发电企业的高额分摊费用,并在考虑电力用户用电习惯和用电容量的基础上公平地对电力用户进行辅助服务费用分摊。
In current allocation mechanism of peak load regulation auxiliary service cost, there are some problems such as insufficient compensation for power plants and insufficient check on electricity users who have intensified load peak-to-valley difference due to that costs of auxiliary service are borne by power plants while benefits are enjoyed by the whole market entity. In order to implement the allocation mechanism of who benefits and who bears, this paper proposes a kind of allocation mechanism of peak load regulation auxiliary service cost considering users participation. It firstly defines the peak load periods and valley load periods on that day according to daily load curves of the regional power grid. Secondly, on the basis of daily load curves of electricity users, it quantifies allocation responsibilities of users in different periods and allocates costs of auxiliary service according to responsibility degrees. It finally states application of this allocation mechanism in operation and settlement of the electricity market. Actual example result indicates that the proposed allocation mechanism can appropriately alleviate high costs of power generation enterprises that provide auxiliary services and allocate costs of auxiliary services to electricity users on the basis of considering power consumption habits and capacities of electricity users.
