上海人力资源服务产业园发展中的政府作用探析

人力资源服务产业园是我国发展人力资源服务业的特有模式,政府部门在其发展中扮演着重要角色。上海人力资源服务产业园是首个国家级人力资源服务产业园,在全国人力资源服务产业园的发展中有至关重要的带头作用。本文通过上海人力资源产业园对政府作用的需求和评价调查,对上海人力资源服务产业园发展中的政府作用进行分析,探讨了政府职能作用的形式和主要做法,剖析了其中存在的不足之处,并在此基础上提出了改进的建议思路。

Human Resources Service Industrial Park is a unique model in the development of human resources and service industry in China,and the government plays an important role in the development of the park.As the first national industrial park of human resources service,the Shanghai Human Resources Service Industrial Park plays a leading role in the development of its kind in China.Through investigating the Shanghai Human Resource Service Industrial Park’s needs and evaluation of the government’s role,this paper analyzes and discusses the forms and main practices of the government’s role in the development of the industrial park,finds the shortcomings and puts forward suggestions for improvement on the basis of the analysis above.
