我国高等教育财政拨款现存问题研究

Research on the Existing Problems of Financial Appropriation of Higher Education in China

我国现行高等教育经费来源仍是以财政拨款为主,高等教育日常教学、科研和管理都是由财政拨款进行支撑。因此,财政拨款是整个高等教育良好运行和发展的重要保障。我国高等教育财政拨款经历了近50多年的发展,取得了较大的进步,与此同时也存在一些如政府财政压力大、经费筹措渠道狭窄、不利于提高办学质量等问题。通过借鉴国外高等教育财政拨款的成功经验,从拨款法律保障、拨款模式、教育经费筹集等方面提出改革建议。

The current sources of higher education funds in China are still based on financial appropriation,and the daily teaching,scientific research and management of higher education are also supported by financial appropriation.Therefore,financial appropriation is an important guarantee for the good operation and development of higher education.The financial appropriation of higher education in China has gone through nearly more than 50 years of development and has made great progress.At the same time,there are also some problems,such as the government financial pressure,narrow financing channels,which are not conducive to improving the quality of running schools.By drawing on the successful experience of foreign higher education financial appropriation,this paper puts forward the reform proposals from the aspects of the legal guarantee of appropriation,the mode of appropriation and the raising of educational funds.
