摘要
生态补偿是消除生态特别保护区生态环境资源开发利用过程中负外部性的重要手段,以罗坑鳄蜥国家级自然生态保护区为个案,通过问卷调查、实地考察等多种研究方法,对其生态补偿的现状、问题进行研究分析,提出创新生态管理制度、完善生态补偿机制、建立生态自然资源资产管理机制等治理对策,为进一步完善粤北特别生态保护区生态补偿机制提供可鉴性参考,并为我国相关地区的生态补偿建设提供借鉴。
Ecological compensation is an important means to eliminate the negative externalities in the development and utilization of ecological environment resources in the special ecological reserve.Taking Luokeng crocodilian lizard National Natural Ecological Reserve as an example,through questionnaire survey,field investigation and other research methods,the status quo and problems of ecological compensation are studied and analyzed.The innovation of ecological management system,improvement of ecological compensation mechanism and establishment of the management mechanism of ecological natural resources assets are put forward.It provide a reference for the further improvement of the ecological compensation mechanism of the special ecological reserve in northern Guangdong,and also for the construction of ecological compensation in the relevant areas of China.
