职业教育集团化办学存在组织松散、互惠互利机制不够健全、企业参与原发性动力不足、政府政策支持力度不够,以及中介组织作用发挥不到位等运行机制不畅的问题。构建完善科学高效的职业教育集团化办学运行机制,需要强化法律政策支撑和政府引导作用;需要推进集团法人实体建设,密切成员联结关系;需要搭建多维融通平台,促进成员间共同利益交汇;需要构建文化融合机制,打造集团共同文化理念和文化品牌。

In order to build a scientific and efficient system, we need to strengthen the support of laws and policies and the guidance of the government, to promote the construction of the legal entity of the group and close the relationship between members, to build a multi-dimensional accommodation platform to promote the convergence of common interests among members and to build a cultural integration mechanism to build a common cultural concept and brand of the group.
