城市水环境治理工程的评估与选择——以中南地区某城市为例

The assessment and arrangement of urban water environment treatment projects:a case study of a city in south-central China

我国城市水环境治理已全面进入到系统治理、综合施策的新阶段,在此过程中,如何识别水污染核心问题、评估相关工程预期效果,选择最具针对性的治理措施是关键。以某城市水环境治理项目为例,通过构建精确内河河流水质模型,对城市内河河流污染特征进行了详细分析,并对雨污混错接改造、径流污染控制、合流制溢流控制以及污水处理厂提标等工程进行了细致评估,通过工程效果分析,确立了以雨污混错接改造、径流污染控制为主要任务。由于上述两项工程实施后水环境达标状况良好,又确定了保留现状合流制片区截流倍数不变、不对污水处理厂进行过度提标等措施,以避免过度建设和投资浪费。

Urban water environment projects in China has entered into a new stage of systematic treatment and comprehensive rehabilitation,nowadays,how to identify the overriding causes of water pollution,assess the related works and propose a most effective programme has become the most important part of urban water environment projects.This paper introduces a water environment project in a city in South-Central China,an accurate river water quality model was developed for the project,the characteristics of urban river pollution were analyzed in detail and the effects of related works including dividing combined rainwater and sewage system,controlling rainwater pollution,controlling combined sewage overflow and improving wastewater treatment plant effluent quality were assessed carefully.Through the assessment of the related works,the main works were determined to divide the combined rainwater and sewage system and control rainwater pollution,which could ensure the water environment is up to required standards,while the current combined sewage system and wastewater treatment plant effluent quality were kept unchanged to avoid ineffective investment.
