乡村振兴背景下PPP模式的优化路径探讨

实施乡村振兴战略,是扶贫攻坚完美收官后新时代做好"三农"工作的关键举措。PPP模式发展至今已趋向成熟,它能够弥补政府财政资金不足,优化农业资金投入方式,推动政府职能转变,解决农村专项资金紧缺等问题。因此,推进落实PPP模式融入乡村振兴就显得尤为重要。但是,PPP模式在乡村振兴发展中的应用仍存在一系列问题,如关于PPP的法律不够健全,缺乏农业领域相关的复合型人才,后期监管难,缺乏社会资本吸引力且融资难。因此,在新环境、新形势下,面对这些困难,我们应从完善法律制度框架、加强专业人才培训力度、拓宽融资渠道、做好后期监管工作等方面来解决PPP模式在乡村振兴中出现的问题。

The implementation of rural revitalization strategy is a key measure to do a good job in the"agriculture,rural areas,and farmers"work in the new era after the perfect end of poverty alleviation.Meanwhile,the development of PPP model is becoming mature so far.It can make up for the lack of government financial funds,optimize the way of agricultural capital input,promote the transformation of government functions,and solve the shortage of special funds in rural areas.Therefore,it is particularly important to promote the implementation of PPP model into rural revitalization.However,there are still a series of problems in the application of PPP model in rural revitalization and development,such as imperfect laws on PPP,lack of versatile talents related to agriculture,difficulty in late supervision,lack of attraction of social capital and difficulty in financing.Therefore,in the new environment and under the new situation,facing these difficulties,we should improve the legal system framework,strengthen the training of professional personnel,broaden the financing channels,and do a good job in the late supervision to solve the problems of PPP model in rural revitalization.
