摘要
优质均衡发展是新时期我国学前教育发展的目标和诉求。面对农村学前教育发展不均衡和资源供给不足的现实困境,合理进行教育资源配置并使之发挥最大效益至关重要。本研究基于DEA和Tobit模型,对2011至2017年我国31个省市农村学前教育资源配置效率进行了测评。结果显示,全国农村学前教育资源配置总体效率不高;省份及区域间农村学前教育资源配置效率差异较大;农村学前教育资源配置效率主要受班级规模的影响。文章据此提出,统筹规划农村学前教育资源配置,为学前教育均衡发展奠定基础;持续投入并强化管理,加速农村学前教育向优质均衡迈进。
High quality and balanced development is the goal and appeal of the development of preschool education in the new period.In the face of unbalanced development of rural preschool education and insufficient supply of resources,it is very important to rationally allocate educational resources and make them play the maximum benefits.Based on DEA and Tobit model,this study evaluates the resource allocation efficiency of rural preschool education in 31 provinces of China from 2011 to 2017.The results show that the overall efficiency of rural preschool education resource allocation is not high.There are great differences in the allocation efficiency of rural preschool education resources between provinces and regions.The allocation efficiency of rural preschool education resources is mainly affected by the class size.Therefore,it is necessary to plan the allocation of rural preschool education resources as a whole to lay a foundation for the balanced development of preschool education;continue to invest and strengthen management,and accelerate the rural preschool education to high quality and balanced.
