市级国土空间总体规划中生态修复规划路径探讨——以徐州市为例

Ecological Restoration Planning Method in Urban Territory Spatial Planning: Taking Xuzhou as an Example

生态修复是市级国土空间总体规划的重要板块之一。与传统的生态修复规划相比,市级国土空间总体规划中的生态修复规划既强调全域统筹、全要素修复、全系统治理,又强调要从生态价值和生态服务需求的导向出发,推动生态产品价值的实现。文章通过研究生态价值(包括生态服务价值和社会服务价值)和服务需求导向下(包括生态安全和人类活动等)的市级国土空间总体规划中生态修复规划的编制思路与内容,提出市域层面的生态修复应在锚固生态安全格局的基础上,着重确定生态修复的目标、重点和任务,并向下传导和分解;认为市辖区层面的生态修复应细化功能分区,确定重点生态修复工程;中心城区的生态修复则需要与绿地开敞空间系统规划整合,改善人居环境,实现生态产品的价值。文章以徐州市为例,具体说明了各层级生态修复规划的编制方法与要点及其与市级国土空间总体规划的衔接整合。

Ecological restoration is an important part of urban territory spatial planning,and it requires whole area integration,all elements restoration,systematic governance;as well as the realization of ecological values from ecological service needs.The paper studies the concept and content of ecological restoration planning in urban territory spatial planning based on ecological values and service needs,argues that the vision and major tasks shall be specified based on ecological security pattern at the city level;ecological restoration projects shall be decided in the urban area;ecological restoration shall be integrated with green system plan in central urban district to improve human settlement and realize ecological values.With Xuzhou as an example,the technique and major points of ecological restoration plans at different levels,and their connection with urban territory spatial planning,are introduced.
