Integrated Solution for the Management of Scientific Research Funds Based on Data-Driven in Universities

本文针对高校科研项目与经费分头管理、科研系统与财务系统之间数据不共享,而导致科研人员财务报销流程繁琐问题,通过科研管理系统与财务系统深度集成,实现了科研经费一体化的管理目标。通过该项目的实施,实现科研项目经费管理从预算编制、银行来款、经费认领、经费到账、经费外拨、预算变更到财务支出等全流程管控。这样就减少科研人员在科研项目经费财务报销中相关证明材料,缩减不必要的审批环节,简化财务报销流程,推进高校"一网通办"服务模式,让数据多跑路,让科研人员少跑腿,减轻科研人员经费管理和财务报销等日常事务性工作,提高科研管理效率。

This paper focuses on the problem that the data of Research Management System and Financial System is not shared and separate management of scientific research projects and its funds,which leads to cumbersome in the process of reimbursement.In order to solve this problem,the solution is designed for integration of Research Management System and Financial System,and the goal of integrated management of scientific research funds has been achieved based on data-driven.With the implementation of the project,the whole control process of research project funds management is established,such as budget preparation,payment arrived,funds claim,funds to account,appropriate funds,budget change,and financial expenditure.So,it has many benefits:Reducing some kinds of proof materials for reimbursement,streamline the approval process,promoting the service model of "One Network,All Can be Handled",let data run more,let scientific researchers run less,reducing the daily work of scientific research funds management and financial reimbursement,and improving the efficiency of scientific research management.
