军队医院卫勤保障能力可持续性建设构想

Conception of Sustainable Construction of Military Hospitals'Medical Service Support

以工作实践、文献查阅和综合分析相结合的方法,分析军队医院承担基地保障任务时,在人员、演练和预案方面可持续性建设面临的问题。提出完善预案方案、加强预演预练、突破科室界限和加强军民融合的建设构想。军队医院应完善预案方案种类,加强科学性、针对性和实操性,注重应急演练的全要素、全流程、常态化和高效率,战时将各类资源进行模块化编组,促进军民深度融合,提升军地综合卫勤保障能力,以全面提升军队医院卫勤保障能力的可持续性,更好地遂行救治阶梯中所承担的使命任务。

By means of practice,literature review and comprehensive analysis,this paper sorts out the problems in sustainable construction in terms of personnel,exercising and pre-arranged plans,when military hospitals undertake the task of basal support.The construction conception is proposed to improve the pre-arranged plans,strengthen exercising,break the boundary between clinical departments and enhance civil-military integration.Military hospitals should refine the types of pre-arranged plans that are more scientific,targeted and practical,and focus on the full elements,the whole procession,normalization of emergency exercising and high efficiency.It is also necessary to modularize various resources during the wartime,enhance civilian-military integration and strengthen the comprehensive health service support capabilities.The ultimate goal is to improve the sustainability of the military hospitals'health service support capability comprehensively and carry out the mission of the medical care scheme in echelon better.
