鉴于文化政策对欧洲认同的重要作用,欧盟努力将其打造成欧洲文化保护者和促进者的角色,同时也逐步重视文化因素在欧盟内外关系开展中的独特作用。在文化外交实践中,欧盟注重凸显增强“欧洲文化国际影响力”这一核心目标,将文化外交作为加强“软实力”的一种资源,同时也是推动内外联动发展的一种工具。在欧盟文化外交战略及其运行机制下,业已运行的相关文化外交项目,几经调整优化,形成了一定规模的国际行动网络,在国际教育文化领域中发挥重要国际影响力。欧盟的文化外交实践及跨国文化关系治理机制,能为中国文化外交及中外人文交流工作具体开展提供一定借鉴。

In view of the important role of cultural policy on European identity,the European Union strives to become a protector and promoter of European culture,and it has gradually paid attention to the unique role of cultural factors in the development of EU internal and external relations.In the practice of cultural diplomacy,the EU focuses on highlighting the core goal of enhancing the“international influence of European culture”,and regards cultural diplomacy as a resource for enhancing“soft power”and a tool to promote the development of internal and external linkages.In fact,under the current EU cultural and diplomatic strategy and its operation mechanism,the existing related cultural diplomacy programs,after several adjustments and optimization,have formed an international action network of certain scale and are exerting important influence in the field of international education and culture.The EU's cultural diplomacy practice and the governance mechanism of transnational cultural relations can provide certain reference for the specific development of Chinese cultural diplomacy and cultural exchanges between China and foreign countries.
