海岸资源开发利用控制线划定方法研究——以台州市为例

摘要 为促进我国海岸资源的可持续开发利用,文章通过建立指标体系和测算模型,探讨海岸资源开发利用控制线划定方法,并在数据分析的基础上在台州市实践应用。研究结果表明:海岸资源开发利用控制线的划定须综合考虑资源开发利用强度、环境要素响应状况、生态要素响应状况、生态环境保护程度和区域经济发展状况,并测算环境污染指数和预期减污目标;2018年台州市的环境污染指数为0.059,2025年敏感区(优良水质区)和叶绿素a浓度向海推移距离的预期目标分别为1 000 m和7 500 m,预期减污目标为1.493;根据各沿海县级行政区的生态环境保护级别和经济发展状况,2025年台州市海岸资源开发利用控制线划定距离为0~7 872 m;划定结果不仅体现区域资源统筹配置,而且保障区域差异化发展,符合区域协调发展需求。 In order to promote the sustainable development and utilization of coastal resources in China, this paper discussed the delimitation method of the control line for the development and utilization of coastal resources by establishing an index system and a calculation model, and applied it in Taizhou on the basis of data analysis. The results showed that the delimitation of the control line for the development and utilization of coastal resources must comprehensively consider the intensity of resource development and utilization, the response of environmental factors, the response of ecological factors, the degree of ecological environment protection and regional economic development, and calculated the environmental pollution index and the expected pollution reduction target. The environmental pollution index of Taizhou City in 2018 was 0.059, and the expected targets for the moving distance to sea of sensitive areas(areas with excellent water quality) and chlorophyll a concentration in 2025 would be 1 000 m and 7 500 m respectively, and the expected pollution reduction target would be 1.493. According to the ecological environment protection level and economic development status of each coastal county-level administrative region, the delimitation distance of Taizhou coastal resources development and utilization control line in 2025 would be 0~7 872 m. The delimitation results not only reflected the overall allocation of regional resources, but also ensured regional differentiated development and met the needs of regional coordinated development.
