Improving Business Environment and Promoting Enterprise Innovation——A Research Report on Cangzhou Business Environment and the Enterprise Innovation Evaluation

设计营商环境和中小企业创新评价指标体系,面向沧州中小民营企业开展营商环境和企业创新评价的问卷调查,发现其创新投入较少,创新绩效较差,市场创新优于产品和工艺创新,管理创新最弱。企业创新发展的主要困难是创新人才的可得性差、经营成本高、融资难和同质化竞争。八成左右受访企业对沧州营商环境表示满意,法治信用环境、基础设施环境、人文生活环境的满意度得分较高。但沧州营商环境在促进企业创新发展方面仍存在瓶颈和错位,影响企业创新发展程度较高的生产要素环境、科技创新环境、政务环境和市场竞争环境满意度评分较低。针对营商环境中评价较低的指标提出具体优化建议,促进企业创新。

By designing Cangzhou business environment and SME innovation evaluation index system,a questionnaire survey on business environment and enterprise innovation evaluation of Cangzhou small and medium-sized private enterprises is conducted,which finds that Cangzhou SMEs have few innovation investments and poor performance.In comparison,market innovation is better than product and process innovation,and management innovation is the weakest.The main difficulties faced by enterprises in innovation are poor availability of innovative talents,high operating costs,difficult financing and homogeneous competition.About 80%of the enterprisessurveyed are satisfied with the business environment in Cangzhou.Enterprises are most satisfied with the legal and credit environment,as well as infrastructure and cultural living environment.However,there are still some bottlenecks and mismatches for Cangzhou's business environment to promote enterprise innovative development.For example,the factors that highly influence business innovation development——theenvironments of production factor,scientific and technological innovation,government and market competition get lower scores.This study put forward suggestions on the lower-evaluated indexes in the business environment to promote enterprise innovation.
