自愿碳减排项目碳资产开发现状与价值化路径分析

Analysis of TheCurrent Situation of Carbon Asset Development and Valorization Path for Voluntary Emission Reduction Projects

作为实现碳达峰及碳中和的重要工具和手段,碳减排量具有重大的战略价值和经济价值。除林业项目、大型新能源项目外,大量的中小节能改造或自主减排项目和行为,也同样不容忽视。本文通过对全国和各试点地区碳交易市场规则、碳减排量开发相关政策、开发现状及应用案例的研究,分析目前国内自愿减排项目实现路径地价值差异性。并结合遇到的困境和主要难点,对不同类型和规模的自愿减排项目碳资产开发,提出针对性解决思路,探索和构建服务于中小项目碳资产开发的市场模型。

As important tools and methods to achieve carbon peaking and carbon neutrality goals, carbon emission reductions have significant strategic and economic values. In addition to forestry projects and large-scale new energy projects, a large number of small and medium-sized energy-saving renovation or independent emission reduction projects and behaviors should not be ignored as well. By combing through the national and pilot regions’ carbon trading market rules,policies related to carbon emission reduction development, current development status and application cases, we analyzed the value variability of the current domestic voluntary emission reduction project realization path. Considering difficulties and dilemmas encountered in carbon asset development projects, we propose solutions for different types and sizes of projects. In this paper, we also propose a market model more suitable for small and medium-sized carbon asset development projects.
