DISSEMINATION OF PLANNING KNOWLEDGE: PROGRESS, TYPE, AND FOCUS

规划知识传播是全球化与区域一体化下出现的国际规划研究新热点,在国内展开相关研究对中国“一带一路”背景下的规划知识外传十分重要。在界定规划知识传播的基础上,依据范畴变化及阶段划分的既有研究,提出本文观点。认为传播历程上,可归纳为时间上有交叠的3个阶段,即殖民时期至20世纪下半叶以来;现代城市规划创生与完善时期;全球化与逆全球化时期。同时,系统梳理了学者针对每个阶段的分析焦点。传播类型上,可分为单向型和网络型传播两大类,其中单向型又可细分为殖民型、援助型、学习型3小类,网络型细分为对等型与博弈型2小类。各阶段传播特征上,分别为殖民与援助型传播;对等与学习型传播;博弈型传播。研究结论对于以公共产品方式走出国门的中国空间规划模式与经验研究具有理论价值。

The study on planning knowledge dissemination,in the name of transnational flow of planning ideas or traveling planning ideas,has boomed in the international planning intellectual circle during the last two decades in the context of globalization and regional integration.It is also critical to study this issue in China as it is key to promote the knowledge dissemination following the Belt and Road Initiative.On the premise of defining planning knowledge dissemination,and based on the current research on the changes of research domain and stage division,this paper proposes the following views.In terms of the dissemination process,there are three overlapping stages:the colonial period till the late 20thcentury;generation and improvement stage of modern urban planning;globalization and anti-globalization stage.Meanwhile,this paper summarizes the foci of scholars at each stage.In terms of the dissemination types,the paper proposes two types:one-way dissemination and networked dissemination,with the former being further divided into three subtypes of colonialized dissemination,aid-based dissemination,and learning-based dissemination,while the latter being further divided into two subtypes of equivalent dissemination and game-based dissemination.In terms of the characteristics of each stage,it can be divided into colonialized and aid-b ased disse mination,equivale nt and learning-based dissemination,and gamebased dissemination.The findings of this paper are theoretically valuable for the dissemination of China ’s spatial planning modes and experience as public goods in the world.
