“一体之治”:《管子》空间治理之“道”及其现代启示

HOLISM:THE“TAO”OF SPATIAL GOVERNANCE IN GUANZI AND ITS MODERN ENLIGHTENMENT

《管子》将“天、地、人”视为一个以“道”为核心的和谐平衡的有机系统,认为天地人遵循着共同的基本法则,揭示了自然现象与人的能力品质的一致性。本文论述了《管子》治理哲学所秉持的“民为邦本”“义利并重”“一匡天下”的价值论,并通过对“礼治”与“法治”工具及关系的讨论,阐释“礼法”作为善治工具的本体认知。采取“予之为取”“执经达变”的方法论,构建基于“三国五鄙”“均地分力”“以时禁发”和“人与天调”的空间治理实践向度,进而实现“人与天调,然后天地之美生”的和谐共生境界。总之,《管子》所构建的“一体之治”整体性治理框架,不仅对化解现代空间治理难题有着积极意义,也充分体现了文化自信境域下“治理”模式的中国话语,对空间治理体系的构建与理论体系的完善及治理能力现代化的提升具有现实针对性和实践借鉴意义。

According to Guanzi,"heaven,earth,and man"constitute a harmonious and balanced organic system with the Tao as its core,and they follow a common basic law,revealing the consistency of natural phenomena and human qualities.This paper analyzes the philosophy of governance in Guanzi,which upholds the values of"people as the foundation of the country","justice and profit of equal importance",and"restoring peace to the country",explaining the ontological recognition of"ritual and law"as tools of good governance through a discussion of the tools and relationships between"rule by rites"and"rule by law".Guanzi adopts the methodology of"giving for getting"and"adhering to the classics and achieving changes",and carries out spatial governance practices based on"three kingdoms and five administrative regions","uniform component","performing according to the natural law"and"harmony between man and nature",so as to realize the harmonious coexistence of"man and heaven,then make beautiful things happen in the nature".In conclusion,the"holism"governance framework developed by Guanzi not only has positive implications for solving modern spatial governance problems,but also fully embodies the Chinese discourse of"governance"mode in the context of cultural confidence.It is relevant and practically useful for the establishment of a spatial governance system,improvement of the theoretical system,and modernization of governance capacity.
