社区警务治理的“泉警+”模式及其价值指向

“Quanzhou Police+”Model of Community Policing Governance and Its Value Orientation

新媒体环境下社区警务工作的实践场域正发生深刻变化,这对社区警务工作的介入模式提出了新挑战。基于文献回顾和理论反思,对社区警务治理研究现状及理论背景进行阐述,发现政府治理范式变革可为我国社区警务治理模式的价值审思提供理论透镜,从平台联通、服务联动、民心联结三个维度探析“泉警”线上社区警务治理模式及其反思性理解。研究表明,“泉警”社区警务治理模式的价值指向在于优化网上群众工作平台、健全网上社区服务体系、践行网上群众工作路线,以推进社区警务善治。

The practical field of community policing work in the new media environment is undergoing profound changes,which poses a challenge to the intervention model of community policing work.Based on literature review and theoretical reflection,this paper elaborates on the current research status and theoretical background of community policing governance,and finds that the transformation of government governance paradigm can provide a theoretical lens for the value review of community policing governance models in China.This article analyzes the“Quanzhou police+”online community policing governance model and its reflective understanding from three dimensions:platform connectivity,service linkage,and popular support connection.Research shows that the value orientation of the“Quanzhou police+”community policing governance model lies in optimizing the online mass work platform,improving the online community service system,and practicing the online mass work route to promote good governance of community policing.
