我国学前教育资源利用效率研究——基于PCA-DEA组合模型 被引量:1

On Utilization Efficiency of Preschool Educational Resources in China——On the Basis of PCA-DEA Combination Model

摘要 采用2010—2019年全国31个省、自治区和直辖市的面板数据,通过PCA-DEA组合模型计算31个省、自治区、直辖市的学前教育资源利用效率和绩效,建立Tobit回归模型对其影响因素进行探究。结果显示:我国学前教育资源利用效率整体偏低,呈波动式增长趋势,而且存在地区差异,中部地区学前教育资源利用效率高于西部地区和东部地区;学前教育资源利用绩效整体不高,呈波动下降趋势;地区经济发展水平、城镇人口比重、学前教育资源配置结构和班级规模等变量对学前教育资源利用效率有显著影响。为此,需要优化资源配置结构,建立学前教育评估机制,强化政府服务职能,以提高学前教育资源利用效率。 The panel data of 31 provinces,autonomous regions and municipalities from 2010 to 2019 were used to calculate the utilization efficiency and performance of preschool educational resources in the 31 provinces,autonomous regions and municipalities by PCA-DEA combination model,and the Tobit regression model was established to explore the influencing factors.The results show that the utilization efficiency of preschool educational resources in China is low on the whole and shows a fluctuating growth trend.The utilization efficiency of preschool educational resources in central China is higher than that in western and eastern China,which shows regional differences.The utilization performance of preschool educational resources is not high on the whole,showing a trend of fluctuation decline.Variables such as regional economic development level,urban population proportion,allocation structure of preschool educational resources and class size have significant effects on the utilization efficiency of preschool educational resources.Therefore,it is necessary to optimize the resource allocation structure,establish the preschool education evaluation mechanism,and strengthen the service function of the government,so as to improve the utilization efficiency of preschool educational resources.
