摘要
【目的】在高比例水电电力市场中,交易电量执行的公平性和清洁能源消纳是中长期调度需要重点考虑的两个问题。【方法】针对电力市场环境下水电富集电网中长期优化调度的公平性以及弃水问题,提出了基于信息间隙决策理论(information gap decision-making theory,IGDT)的水电富集电网中长期优化调度方法。首先采用IGDT理论建立计及径流不确定性的水电富集电网中长期优化调度双层模型,其中下层求解电站合约电量完成率综合极差的最大值,上层求解对应区间径流的最大波动范围。然后通过多种线性化技术得到等价的混合整数线性规划(mixed-integer linear programming,MILP)单层模型,并通过CPLEX求解器实现模型的求解。以云南电网的10座火电站和22座水电站的中长期优化调度为例对模型进行了验证。【结果】结果显示:各电站合约电量完成率极差为0.412,与不考虑弃能惩罚相比,弃水电量减少了81.33%。【结论】结果表明:该模型能够有效缓解水电站超发、少发和弃水等问题,对实现市场环境下电网公平性调度和促进清洁能源消纳具有重要意义。
[Objective]In the high-proportion hydropower market,the fairness of the execution of traded electricity and clean energy consumption are two issues that need to be considered in medium-and long-term dispatching.Aiming at the fairness of medium-and long-term optimal dispatching of hydropower-dominated grids and the problem of water abandonment in the power market environment,[Methods]this paper proposes a medium-and long-term optimal dispatching method for hydropower-dominated grids based on the information gap decision-making theory(IGDT).Firstly,IGDT theory is used to establish a two-layer model of medium-and long-term optimal dispatching considering runoff uncertainty,in which the lower layer solves the maximum value of the comprehensive range of the completed rate of the power stations and the upper layer solves the maximum fluctuation range of the local inflow.Then,a mixed-integer linear programming(MILP)based single-layer optimization model is obtained through a variety of linearization techniques,and the model is then solved by the CPLEX solver.The medium-and long-term optimal dispatching of 10 thermal power stations and 22 hydropower stations in Yunnan Power Grid is taken as an example to verify the proposed model.[Results]The result show that the maximum difference of contract electricity completion rate of each power station is 0.412,and the amount of hydropower abandoned is reduced by 81.33%compared with that without considering energy abandonment penalty.[Conclusion]It is proved that the proposed model can effectively alleviate the problems of over-generation,under-generationand large-scale hydropower abandonment,which is of great significance for realizing the fair dispatching of power grids to power stations and promoting clean energy consumption in the market environment.
