新时代存量土地治理的困境及其转型研究——以长沙市为例

摘要 为适应高质量发展要求背景下土地存量盘活与高效配置的要求,针对当前存在的存量土地管理困境,本研究以中部地区典型城市长沙市为例,提出了融合理念转型、方法转型和机制转型于一体的存量土地治理框架及实施路径。在治理理念上,采用多元主体共同参与和全周期思想实现从管理向治理转型。在治理方法上,借助信息技术平台、数据治理和共享互通,实现土地治理从条块化向数字化转型。在治理机制上,构建了业务和技术规则共同保障的机制体系,实现从业务型向规范化转型。同时,在治理成果方面形成存量土地治理一张图、一个数据库、一个信息系统和一套机制成果体系,实现存量土地的高效治理目标。该方法和路径体系在长沙市存量土地治理得到了实证应用,并取得了良好效果,可为存量土地治理提供有益探索和参考。 In order to adapt to the requirements of high-quality development,revitalizing the use of stock land and efficiently allocating land,in response to the current problems in the management of stock land,this study focused on Changsha,the typical city in the central region,proposed a framework and implementation path for integrating concept transformation,method transformation,and mechanism transformation in stock land governance.In the transformation of governance philosophy,this study adopted the concept of multiple entities participating together and a full cycle approach to achieve the transformation from management to governance.In terms of transformation of governance methods,with the help of information technology platform,data governance and sharing and intercommunication,land governance transformed from fragmentation to digital transformation.In terms of governance mechanism transformation,a mechanism system was established to jointly safeguard business and technical rules,achieving a transformation from a business oriented to a standardization.At the same time,in terms of governance achievements,a map,a database,an information system,and a mechanism achievement system should be formed for the governance of existing land,in order to achieve the goal of efficient governance of existing land.This method and path system have been empirically applied in the management of existing land in Changsha city and have achieved good results,providing useful exploration and reference for the management of existing land.
