湖南省郴州市水资源可持续利用现状及其对策研究

Current situation of sustainable utilization of water resources in Chenzhou City of Hunan Provinceand corresponding measures

自2019年获批国家可持续发展议程创新示范区以来,湖南省郴州市围绕水资源可持续利用,取得了多点开花的显著成效。文章在梳理郴州市初步建立的护水、治水、用水、节水“四水联动”发展模式基础上,深入分析郴州市水资源在历史污染整治、流域生态系统保护、重点湖库保护治理、生态补偿机制等方面存在的问题,针对性地提出了加强矿区综合治理能力、健全水生态保护体制机制、创新河湖治理模式、建立现代化流域生态补偿体系等对策建议,为深入推进郴州市国家可持续发展议程创新示范区建设提供参考。

Since Chenzhou City was approved as the National Demonstration Zone for Sustainable Development Agenda in 2019,it has achieved remarkable results in the sustainable use of water resources.Based on the development model of integrating water protection,water control,water use and water saving initially established in Chenzhou,this paper deeply analyzes the problems of Chenzhou water resources in historical pollution regulation,ecosystem protection of basins,protection and management of major lakes and reservoirs,ecological compensation mechanism and other aspects,and puts forward corresponding measures and suggestions such as strengthening the comprehensive management of mining areas,improving the water ecological protection system and mechanism,innovating the river and lake governance model,and establishing a modern basin ecological compensation system,so as to provide references for further promoting the construction of the National Demonstration Zone for Sustainable Development Agenda in Chenzhou City.
