整体性治理理论视角下内蒙古草长制创新策略分析

草地资源不仅是一道生态屏障,同时也是农牧民赖以生存的重要生产资料,对草地进行有效保护与合理利用,才能使草地的生态与生产功能得以持续发挥。在生态文明建设中,全面推行草长制是一项重要的改革措施,内蒙古自治区全区上下要深刻认识全面推行草长制的重要意义,从整体性治理理论出发,全面构建五级草长制体系,健全组织落实机制,压紧压实主体责任,把握重点、精准施策,努力实现生态效益、经济效益、社会效益的有机统一,推动“草长制”实现“草长治长效”。

Grassland resources are not only an ecological barrier,but also an important means of production for the survival of farmers and herdsmen.Only through effective protection and rational utilization of grassland can the ecological and production functions of grassland be continuously developed.In the construction of ecological civilization,the full implementation of the grass chief system is an important reform measure.The whole Inner Mongolia Autonomous Region should deeply understand the significance of the full implementation of the grass chief system,start from the holistic governance theory,comprehensively build a five-level grass chief system,improve the organization and implementation mechanism,tighten the main responsibilities,grasp the key points and give precise policies.Strive to achieve the organic unity of ecological benefits,economic benefits and social benefits,and promote the“grass chief system”to achieve“grass chief long-term effective governance”.
