长三角一体化背景下安徽省“安庆+池州+铜陵”城市团发展思考

Reflections on the Development of"Anqing City+Chizhou City+Tongling City"Urban Group in Anhui Province under the Background of Yangtze River Delta Integration

安徽省全域纳入长三角城市群,为安徽省城市团进一步完善创造了发展机会,安庆市、池州市和铜陵市需要通过加强地域整合赢得更多发展空间,需要通过深入考察安徽省城市体系的发展现状,并基于区域经济发展视角提出完善“安池铜”城市团的发展思路。“安池铜”城市团在进一步完善过程中,需要以合肥市为核心,通过整合淮南市和铜陵市形成的“1+2”的发展格局,形成“三主+两子”主导下的“一链+一环+两支”发展构架。在构建跨行政区划的城市组团过程中,需要根据“分区+分步”的“软区划”发展思路,加强县级中心地间的协同发展程度,构建区域中心城市统领下的次级城市团:基于“一核+三子+三边+三链”的发展格局,完善城市团的核心区域;基于“︶+Y+曲边三角形”发展构架,完善怀宁子城市团;基于“人+〇”+“一点+一带”的发展构架,完善太湖子城市团;基于“七链”的“枣核+三角形”发展构架,完善望江子城市团;基于“月牙+人+闭环”构架下的全域东西向拓展格局,完善石台子城市团。同时要尽快挖掘县域腹地内乡镇中心地的发展潜力,依托乡镇中心地构建微中心,在相邻的县级中心地间发挥承接作用,在“安池铜”城市团内形成多层次的中心地体系。

Anhui Province integrated into the Yangtze River Delta urban agglomeration has created development opportunities for the further improvement of the Anhui Province urban agglomeration.Anqing City,Tongling City,and Chizhou City need to strengthen regional integration to win more development space.The development idea for"An-Chi-Tong"urban group should be put forward on the basis of deeply studying the present development situation of Anhui provincial urban system and the regional economic theory.In the process of further improving"An-Chi-Tong"city group,it is necessary to form the development structure of"One-chain+One-circle+Two-branch"shape dominated by"Three-main+Two-child",on the basis of"1+2"development style through integrating Huainan city and Tongling city.It is necessary to strengthen the coordinated development degree between centers at the county level,according to the"Distribution+Partition""Soft Regionalization",shaping secondary urban groups over the host of the construction of regional central city:the core area of urban group can be improved on the basis of"One core+Three child+Three-lateral+Three-chain"structure;Huaining city group can be improved on the basis of"+Y+Curved edge triangle"structure;Taihu city group can be improved on the basis of"Ren+O"+"One-point+One-belt"structure;Wangjiang urban group can be improved on the basis of"Seven-chain""Date+Triangle"structure;Shitai urban group can be improved on the basis of"Crescent+Ren+Closed-loop"structure.At the same time,it is necessary to mine development potential of township center in the hinterland,to build micro center relying on the town center,to play a role of undertaking between the adjacent county center,forming multi-level system in the An-Chi-Tong city group.
