面向资源建设的科学数据与科研档案协同管理路径研究——基于微观主体的视角 被引量:1

Research on the Path of Collaborative Management of Scientific Data and Scientific Research Archives for Resource Construction: Based on the Perspective of Micro Subjects

摘要 文章以提升科技信息资源管理水平、增强科技创新能力为目标,探索推进科学数据与科研档案协同管理的实现路径。运用文献研究法、实地调研法、网络调研法和比较分析法,了解科学数据与科研档案协同管理的实践概况,总结科学数据与科研档案的资源建设政策要求。对微观主体进行界定,分析其管理定位。研究发现,微观主体中数据管理部门、档案管理部门和科研团队的工作协同是优化科技信息资源建设的基础,在管理过程中应加强主体协同、业务协同、资源协同与保障协同,发展三位一体的工作机制,加强科学数据与科研档案管理的理念互鉴,促进业务联动,共同规划保障要素。 With the goal of improving the level of science and technology information resources management and enhancing the science and technology innovation capacity,this study explores the path of promoting collaborative management of micro subjects.By using the methods of literature research,field survey,online investigation and comparative research,the paper understands the practical overview of collaborative management of scientific data and scientific research archives,summarizes the policy requirements for the construction of scientific data and research archives resources,defines the micro management subjects,and analyzes their roles.This study reveals that the synergy of the work of data management department,archives management department and research team is the basis for optimizing the construction of scientific and technological information resources.It is necessary to strengthen subject synergy,business synergy,resource synergy and security synergy in the management process,develop the resource construction work mechanism of departmental cooperation,strengthen the concept reference between scientific data management and scientific research archives management,promote business linkage,and jointly plan the security elements.
