医院评审和绩效考核导向下临床科室终末质量指标体系构建及目标管理 被引量:2

Construction and Target Management of Outcomes Indicators System of Clinical Departments under the Guidance of Hospital Evaluation and Per⁃formance Appraisal

摘要 目的根据医院评审和公立医院绩效考核要求构建临床科室终末质量指标体系并观察其目标管理效果。方法基于我国三级医院评审标准(2020版)和三级公立医院绩效考核指标,从广义医疗质量五个评价维度,按照SMART原则构建临床科室终末质量指标体系。将该指标体系用于绵阳市中心医院2022年3月—2023年3月手术科室和非手术科室终末质量评估。2022年3月份采用常规管理,2022年4月—2023年3月采用目标管理,观察目标管理对手术科室和非手术科室终末质量水平的提升效果。结果目标管理能显著提高手术科室和非手术科室终末质量水平,差异有统计学意义(F=14.42、P<0.05);手术科室各月度终末质量考核得分低于非手术科室,差异有统计学意义(F=28.26、P<0.05)。结论医院评审和公立医院绩效考核导向下构建的临床科室终末质量指标体系可用于手术科室和非手术科室终末质量评估,目标管理能显著提升手术科室和非手术科室终末质量水平。 Objective To construct the outcomes indicators system of clinical departments according to the require⁃ments of hospital evaluation and performance appraisal of public hospitals,and to observe its target management ef⁃fect.Methods Based on the evaluation standard of tertiary hospitals in China(2020 edition)and the performance evaluation indicators of tertiary public hospitals,the outcomes indicators of clinical departments were selected accord⁃ing to the SMART principle from five evaluation dimensions of generalized medical quality.The index system was used to evaluate the outcomes quality of surgical departments and non-surgical departments in Mianyang Central Hos⁃pital from March 2022 to March 2023.Conventional management was adopted in March 2022,and target management was adopted from April 2022 to March 2023.The improvement effect of target management on the outcomes quality level of surgical departments and non-surgical departments were observed.Results Target management could signifi⁃cantly improve the outcomes quality level of surgical departments and non-surgical departments,and the difference was statistically significant(F=14.42,P<0.05).The monthly outcomes quality assessment score of the surgical depart⁃ments were lower than that of the non-surgical departments,and the difference was statistically significant(F=28.26,P<0.05).Conclusion The outcomes indicators system of clinical departments constructed under the guidance of hospi⁃tal evaluation and performance appraisal of public hospitals could be used to evaluate the outcomes quality of surgical departments and non-surgical departments,and target management could significantly improve the outcomes quality level of surgical departments and non-surgical departments.
