信息基础设施建设共建共享博弈分析

Game Analysis of the Co-construction and Sharing of Information Infrastructure Construction

中国正处于工业经济时代向信息数字经济时代转型的攻坚期,如何更加高效、集约地完成信息基础设施建设和运营,是选择独立建设还是选择共建共享是电信运营商及政府必须面对的现实问题。从模型构建及求解、理论分析、数值模拟等方面,对信息基础设施建设模式进行博弈分析,并以中国移动、中国联通、中国电信三家相互博弈的运营商为例进行分析,探索共建共享模式。研究表明:通过对不同建设成本差异化分类,建立一般均衡模型和静态博弈模型,实现信息基础建设模式的转变,从而在理论上拓展了建设模式的研究。由于共建共享模式能够达到最低的市场价格,并可满足更多的通信服务需求,为此,政府在信息基础设施建设经营模式的宏观调控上,倾向于采用共建共享模式;通过调控成本分摊比例,各运营商自发加入共建共享,共建共享建设方案由最初的政策推动成功地转变为市场导向推动。研究结果为政府部门和电信运营商推动信息基础设施建设共建共享,避免重复建设并提高资源配置效率提供理论依据和支撑;同时,对新时期信息基础设施高效、集约发展,并赋能社会经济发展具有重要的实践意义。

China is currently in the crucial period of transforming from an industrial economy into an information digital economy.Telecom operators and the government have to face the question of how to efficiently and intensively complete the construction and operation of information infrastructure,and whether it has to be done through independent development or through collaborative efforts.This paper conducts a game analysis on the model of the information infrastructure construction from aspects such as model construction and solving,theoretical analysis,and numerical simulations.The three competing operators,namely China Mobile,China Unicom,and China Telecom are taken as examples to make analysis,trying to explore the co-construction and sharing mode.The research demonstrates that through differentiated classification of different construction costs,general equilibrium model and static game models are constructed,and the transformation of the information infrastructure mode has been achieved.Studies on the construction mode have been expanded theoretically.Because the lowest market price can be achieved through co-construction and sharing mode,and more demands in communication service can be satisfied,so government departments tend to favor the adoption of the co-construction and sharing mode in the macro-control of information infrastructure construction and operation.Through cost-sharing adjustments,different operators voluntarily participate in the co-construction and sharing,and the co-construction and sharing plan has successfully transformed from the initial policy-driven approach into market-driven approach.This study provides a theoretical foundation and support for government departments and telecom operators to promote the co-construction and sharing of information infrastructure construction,avoid repeated construction,and improve resource allocation efficiency.Additionally,it holds important practical implications for the more efficient and intensive development of information infrastructure in the new era,and empowers socioeconomic development.
