浙江省汽车维修行业挥发性有机物排放标准制订需求分析与建议

Analysis and suggestion on the drafting of emission standard of atmospheric volatile organic compounds for motor vehicle maintenance and repair industry in Zhejiang Province

摘要 随着浙江省重点工业源的挥发性有机物(VOCs)排放标准管控体系健全,以典型生活源汽车维修业行业VOCs排放标准的制订为研究切入点,详细分析了浙江省汽车维修行业现状,包括企业数量、排放标准执行情况以及估算了行业VOCs排放量等,并梳理分析其他省(直辖市)标准情况。研究发现浙江省已完全具备制订汽车维修行业VOCs排放标准的必要性和可行性。在上海和江苏省地方标准的基础上,对浙江省排放标准的制订提出以下建议:(1)源头预防方面,应设置汽车修补涂料VOCs含量限量要求,但含量限值应严格执行国家标准;(2)过程防控方面,应进一步明确厂区和厂界管控要求,其中厂区VOCs无组织排放设置非甲烷总烃(NMHC)一次浓度值,厂界管控有毒有害物质苯和臭气浓度;(3)末端治理方面,污染物项目可增设臭气浓度指标,并增加VOCs处理设施最低去除效率要求以强化对集中钣喷中心VOCs治理要求。 With improvement of the volatile organic compounds(VOCs)emission standard system for key industrial sources in Zhejiang Province,this study taken the drafting of emission standard for motor vehicle maintenance and repair industry as the start point,which was a typical domestic source.The current situation of motor vehicle maintenance and repair industry in Zhejiang Province,including the number,type and distribution of enterprises,the implementation of emission standard and estimation of VOCs emissions,and the standards of other provinces(municipalities)were analyzed in detail.The results showed it was necessary and feasible to establish the emission standard of air pollutants for motor vehicle maintenance and repair industry in Zhejiang Province.Based on the local standards in Shanghai and Jiangsu Province,the following suggestions were put forward for the setting:(1)in the source prevention,the limitation of VOCs content in repair coating should be set,and the VOCs content limits should be strictly enforced by national standards;(2)in the process prevention and control,the requirements of enterprise area and boundary should be further clarified,in which the primary concentration value of non-methane hydrocarbons(NMHC)should be set for VOCs fugitive emission in enterprise areas,and the concentration of toxic and hazardous substances benzene and odor should be controlled at the enterprise boundary;(3)in the aspect of final treatment,the odor indexes could be added,and increased the minimum removal efficiency requirements of VOCs treatment facilities to enhance VOCs treatment requirements for the centralized sheet metal spraying center.
