Definition and Characteristics of System of National Security Systems:An Analysis Based on System of Systems Thought

[研究目的]国家安全体系是国家安全学的核心概念,是当前国家安全学术界和实务界的关注热点。然而,由于国家安全体系是国家安全学领域的一个新术语和概念,它的含义尚未明确,亟待回答何为国家安全体系这一关于国家安全体系概念的基础性理论问题。[研究方法]基于体系思想,提出和解读国家安全体系的定义。在此基础上,分析国家安全体系的主要特征。[研究结论]研究发现,国家安全体系是以维护和塑造国家安全为总体目标,由大规模分布与相互协作的独立国家安全系统按一定秩序和内部联系综合集成的用来生成国家安全能力的整体,它具有涌现性、开放适应性、演化性与复杂性等主要特征。

[Research purpose]System of National Security Systems(SoNSS)is an important concept of national security science.At present,SoNSS is a hot word concerned by national security researchers and practitioners.However,because SoNSS is a new term and concept in the field of national security science,its meaning has not been clearly defined.Therefore,it is an urgent to answer the fundamental theoretical question for SoNSS,namely what is SoNSS.[Research method]Based on system of systems thought,this paper proposed and interpreted the definition of SoNSS,and analyzed its main characteristics.[Research conclusion]Results of this study show that,SoNSS is a whole to generate national security capabilities,which is integrated by independent national security systems with large-scale distribution and mutual cooperation according to certain order and internal connections.Moreover,the overall goal of SoNSS is to maintain and shape national security,and SoNSS has some main characteristics such as emergence,openness&adaptability,evolution,and complexity.
