辽宁省精炼石油产品领域企业标准“领跑者”评估体系研究

Research on the“Forerunner”Evaluation System of Enterprise Standards in Field of Refi ned Petroleum Products in Liaoning Province

本文以发动机油产品为评估对象,依据GB/T 1.1—2020《标准化工作导则第1部分:标准化文件的结构和起草规则》、T/CAQP 015—2020、T/ESF 0001—2020《“领跑者”标准编制通则》,对标GB 11121-2006《汽油机油》、GB 11122-2006《柴油机油》、GB/T 14906-2018《内燃机油黏度分类》、API 1509-2019《机油许可证和认证制度》、SAE J300-2009《发动机润滑油粘度分类》制定评估方案,确定评估指标体系,对在企业标准信息公共服务平台公布的企业标准展开评估,确定“领跑者”名单。通过对标发现:目前本领域企业标准质量有待提高,企业标准结构要素不规范或有缺失,如封皮、前言、引导语、用词有误、文本格式等,同时企业标准中存在指标低于国家指标要求的问题,亟需引领和提升标准质量水平。

This paper takes engine oil products as the evaluation object,according to GB/T 1.1-2020,Directives for standardization—Part 1:Rules for the structure and drafting of standardizing documents,T/CAQP 015-2020(T/ESF 0001-2020),General rules for drafting enterprise forerunner standards,develops evaluation plans benchmarking GB 11121,Gasoline engine oils,GB 11122,Diesel engine oils,GB/T 14906,Classification of internal combustion engine oils viscosity,API 1509,Engine Oil Licensing and Certification System,SAE J300,Engine Oil Viscosity Classification,establishes the evaluation index system,and evaluate the enterprise standards published on the public service platform for enterprise standards information to determine the list of“forerunners”.Through the standards comparison,it is found that:at present,the quality of enterprise standards in this field needs to be improved,and the structural elements of enterprise standards are not standardized or missing,such as the cover,preface,lead,miswording,and text format.Also,there are indicators in enterprise standards that are lower than the requirements of national standards,which urgently needs guidance and improvement of standards quality.
