政府购买公共服务中的政府责任研究

Research on government’s responsibility in government procurement of public services

政府购买公共服务解决了政府职能转移和服务效率问题,但是服务转移会导致责任不清和责任缺失等问题,影响了购买服务的质量和效果。为了避免服务转移中的责任流失,需明确政府购买公共服务下的政府责任体系。文章通过研究购买服务中的政府责任构成理论,分析了政府责任的转变形式,探讨新形势下政府责任构成体系。政府职能转移并非责任转移,而是责任形式的改变。购买服务形势下,政府所承担的责任更多地由提供公共服务的直接责任转变宏观调控责任和论证、评估、监管等担保责任。

The government's purchase of public services solves the problems of government function transfer and service efficiency,but service transfer can lead to problems such as unclear responsibility and lack of responsibility,which affects the quality and effectiveness of purchasing services.In order to avoid the loss of responsibility in service transfer,it is necessary to clarify the government's responsibility system for purchasing public services.The article studies the theory of government responsibility composition in purchasing services,analyzes the transformation forms of government responsibility,and explores the system of government responsibility composition under the new situation.The transfer of government functions is not a transfer of responsibility,but a change in the form of responsibility.In the context of purchasing services,the government's responsibility has shifted more from its direct responsibility for providing public services to its macroeconomic regulation responsibility and guarantee responsibility for argumentation,evaluation,and supervision.
