县域医疗卫生次中心医疗服务能力评价指标体系构建研究

Research on the Construction of Evaluation Index System for Medical Ser⁃vice Capabilities of County Medical and Health Sub-centers

目的构建县域医疗卫生次中心医疗服务能力评价指标体系,为县域医疗卫生次中心建设提供客观评价工具。方法根据国家医疗机构医疗服务能力建设标准,采用德尔菲法和层次分析法构建县域医疗卫生次中心医疗服务能力评价指标并确定指标权重。结果两轮专家咨询问卷回收率均≥70%,专家权威系数均≥0.70;专家协调程度具有一致性(P<0.05),Kendall和谐系数分别为0.72、0.75;问卷信度Cronbach'sα系数为0.75~0.88,建立了包含4个一级指标、13个二级指标和26个三级指标的指标体系。层次分析法确定了三级指标权重,CR值0.00<0.1,判断矩阵具有逻辑合理性。结论采用德尔菲法和层次分析法构建的县域医疗卫生次中医疗服务能力评价指标体系可用于县域医疗卫生次中心建设客观评价。

Objective To construct an evaluation index system for the medical service capabilities of county medical and health sub-centers,and to provide an objective evaluation tool for the construction of county medical and health sub-centers.Methods According to the national medical institution medical service capacity building standards,the Delphi method and the analytic hierarchy process were used to construct the medical service capacity evaluation indi-cators of county medical and health sub-centers and determine the index weights.Results The response rates of the two rounds of expert consultation questionnaires were both≥70%,and the expert authority coefficients were both≥0.70.The degree of expert coordination is consistent(P<0.05),and the Kendall harmony coefficients were 0.72 and 0.75 respectively.The Cronbach'sαcoefficient of questionnaire reliability was 0.75 to 0.88.An index system includ-ing 4 first-level indicators,13 second-level indicators and 26 third-level indicators was established.The analytic hi-erarchy process determines the weight of three-level indicators,the CR value was 0.00<0.1,and the judgment matrix was logically reasonable.Conclusion The evaluation index system of medical service capabilities of county medical and health subcenters constructed using the Delphi method and the analytic hierarchy process can be used to objec-tively evaluate the construction of county medical and health subcenters.
