摘要
自新冠疫情爆发以来,各国为了应对数字化变革带来的严峻挑战,正在不断改进高等教育数字化战略的顶层设计,并积极实施重点领域的行动。然而,高校应当承担更多的社会责任并发挥更大的作用来响应国家数字化战略。以荷兰研究型大学为中心,基于“三角协调”理论和“三重螺旋”模型,发现大学在回应数字化战略时形成政府引导下遵循或协商式的政校合作型、围绕战略导向进行外部联盟或内部升格的院校合作型、以服务为导向进行协同创新或资源共享的校企合作型。针对不同的合作类型,各主体基于共同的合作目的更趋向于大学与行业的合作,在形式维度上通过项目制、跨部门和跨领域的合作推动数字化转型,实现多方参与和资源共享格局。通过分析研究型大学回应数字化战略的合作类型,有助于更全面地探讨数字化战略在高等教育领域的应用,为特定区域高等教育机构制定回应数字化战略的策略提供参考。
Since the outbreak of the novel coronavirus epidemic,countries have been continuously enhancing their top-level design of digital strategies in higher education to address the formidable challenges posed by digital transformation.However,it is imperative for universities to shoulder greater social responsibility and assume a more prominent role in aligning with the national digital strategy.Drawing on Dutch research universities as a focal point and informed by the theories of"triangle coordination"and"triple helix"model,it becomes evident that universities,in response to the digital strategy,have forged three distinctive collaboration models.These models encompass government-guided partnerships,characterized by adherence to or negotiation with government directives,external alliances or internal enhancements centered around strategic alignment,and a school-enterprise partnership model that prioritizes service-oriented collaborative innovation and resource sharing.In these diverse collaborative efforts,each participant is inclined to cooperate with universities and industries that share common objectives.Their concerted efforts revolve around project-based initiatives aimed at fostering cross-sector and cross-domain cooperation,thereby facilitating digital transformation.This approach fosters engagement and resource-sharing among multiple stakeholders.An in-depth analysis of the collaborative initiatives undertaken by research universities in response to digital strategies serves to provide a comprehensive exploration of the application and implementation of digital strategy in higher education.Additionally,it offers valuable insights for regional higher education institutions seeking to formulate strategies in response to digital strategy.
