高校仪器设备采购与开放共享关联路径实践——以三向六自由度地震模拟振动台系统为例

Practice regarding the associated path between instrument and equipment procurement and open sharing in universities:Considering the three-direction,six-degree-of-freedom seismic simulation shaker system as an example

采购与开放共享作为仪器设备管理的两个重要环节,二者之间相互影响、相互作用,通过开放共享意识前移、优化采购阶段工作,可实现提升采购质量和开放共享效益水平的双重目标。该文以三向六自由度地震模拟振动台系统为例,以高质量采购为起点,以提升开放共享质量为目标,通过加强顶层设计、强化采购论证、明确采购参数、加强采购实施计划等方式,构建采购与开放共享的关联路径,实现采购与开放共享的双向促进提升,塑造了完整的生态系统,为高校的教学、科研和人才培养提供全面支持。

[Significance]To substantially enhance the utilization efficiency of instrumental equipment and speed up the open sharing of research facilities and instruments,procurement demands must be scientifically reasonable,practice economy,adhere to standardization and efficiency,and have clear responsibilities.Moreover,procurement and open sharing are important for managing instrumental equipment that mutually affect and interact with each other.Developing a correlation path between the procurement and open sharing of instrumental equipment in colleges and universities and boosting the link between procurement and open sharing can enhance the effective utilization of resources.Herein,taking the three-axis,six-degree-of-freedom earthquake simulation vibration table system(hereinafter“vibration table”)of Beijing Jiaotong University as an example,we elaborate on the associated support and mutual verification relationship between instrumental equipment procurement and sharing in terms of strengthening top-level design,reinforcing procurement argumentation,clarifying procurement parameters,and strengthening procurement implementation plans.This builds a new correlation path between procurement and open sharing of instrumental equipment in colleges and universities.[Progress]By strengthening top-level design in the early stage of procurement,the necessity of acquisition,rationality of technical parameters,and standardization and comprehensiveness of procurement documents were guaranteed from the institutional level to execute the correlation path.By improving the necessity,utilization rate,and boundary conditions of instrumental equipment in procurement argumentation,a comprehensive analysis and assessment of whether the equipment demand is reasonable and feasible and whether the procurement plan is effective,appropriate,and feasible were performed to avoid unnecessary resource waste and redundant investment.By explaining the advancement and rationality of procurement parameters,equipment was allowed to maximize its benefits in practical applications,thus enhancing the open sharing effect of instrumental equipment from a technical standpoint.By reinforcing procurement requirements such as contract warranty,acceptance,and training,the efficiency of open sharing was improved from a technical standpoint.The text implies that in the procurement stage of instrumental equipment,full consideration should be applied to open sharing assessment indicators;moreover,in the open sharing stage,procurement requirements should be guided based on equipment open sharing requirements,establishing a“double promotion”correlation mechanism between sharing outcomes and procurement performance.The vibration table has realized reasonable open sharing results.Thus far,typical tests performed include model tests of power plant steel support frame structures and vibration table models for the“Hualong One”nuclear island factory building.Moreover,courses such as“Earthquake and Vibration Table Tests”and“Structural Tests and Inspection”are offered to undergraduates,covering different stages.[Conclusions and Prospects]Herein,it is obvious that by promoting awareness of open sharing and fully considering different factors included in open sharing,such as operation and use,shared service effectiveness,and organizational management,the smooth operation of open sharing is ensured.Service effectiveness of open sharing is a substantial recognition of procurement performance.The bidirectional promotional relationship renders open sharing a manifestation of procurement performance,and the continuous recognition of procurement performance also drives the enhancement of shared services.The practice has confirmed that the vibration table project is a successful case of the correlation between procurement and open sharing.Although different types of equipment have different characteristics,only by implementing the national procurement and open sharing policies in a detailed and practical manner and realizing a higher level of synergistic effect can a virtuous cycle be formed,offering strong support for the comprehensive development of universities.
