摘要
当前各地、各级各类机关事业单位的编外人员数量庞大,使得编外人员的规范管理越发成为值得广泛关注的研究领域。结合主题教育,大兴调查研究,在习近平新时代中国特色社会主义思想指引下,认真学习二十大精神,形成本调研报告。本课题坚持以人为本原则,旨在通过问卷调研法、访谈法,结合理论,对编外人员群体需求进行深层次剖析,从而精准发现单位编外人员管理中存在的问题,根本原因较为明显,缺少法治思维,缺乏有力的法律保障体系。因此,应从理念更新入手,提升法治思维,加强编外人员权益保障,要尊重需求建立多元化激励机制,制定编外人员培养和发展规划,强化编外人员的规范管理。
At present,the number of non-staff personnel in various organs and institutions at all levels is large,which makes the standardized management more and more a research field worthy of extensive attention.Combined with the thematic education on Xi Jinping Thought on Socialism,investigation and research are carried out under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,the spirit of the 20th CPC National Congress is studied and this research report is formed.This topic adheres to people-orien-ted principle,and aims to conduct a deep analysis of the needs of the non-staff personnel through questionnaire survey,interview,combined with theory,so as to accurately find the problems in the management.The basic cause is lack of legal thinking and strong legal system guarantee which is obvious.Therefore,we should start with the renewal of ideas,improve the thoughts of rule by law,strengthen the protection of the rights and interests of the staff,respect the needs to establish a diversified incentive mechanism,formulate the training and development plan of the staff,and strengthen the standardized management of the staff.
