中华文化数字化传播的跨国难题及破解思路

摘要 数字化传播是增强中华文化全球影响力的必然要求。从总体上构建一个全局层面的中华文化数字化传播体系是网络与数字时代文化强国建设的基础性工程,应围绕中华文化数字化传播的主体、运行、技术、反馈等四个方面实施。中华文化数字化传播体系的构建必然会打破国界限制而具有“跨国”特征,这种跨国体系已经部分超越了主权国家范畴“,跨国”成为传播体系治理的关键和枢纽,也将会面临在治理主导权、治理落差、内容属性、国际化数字平台利用等方面的治理难题。破解难题应积极统筹规划,合理把握“跨国”因素在文化传播中的灵活性与可控性,既要确立明晰的目标、理念和原则,又要从体制创新、治理能力提升等方面推进。 Digital communication is an inevitable requirement for enhancing the global influence of Chinese culture. The construction of a digital communication system of Chinese culture at the overall level of strategic implementation is a fundamental project for the construction of a strong cultural nation in the network and digital era,which should be implemented around the four aspects of digital communication of Chinese culture,main body,operation,technology,feedback and so on. The construction of the digital communication system of Chinese culture will inevitably break the limitations of national borders and have the characteristics of“transnational”,and this transnational system has partially transcended the scope of sovereign states and“transnational”has become the key and pivot of the governance of the communication system,which will also face governance problems in terms of dominance,governance gap,content attributes and the utilization of internationalized digital platforms. In order to solve the problem,it is necessary to actively coordinate planning and rationally grasp the flexibility and controllability of the“transnational”factor in cultural dissemination,not only to establish clear objectives, concepts and principles,but also to promote institutional innovation and the enhancement of governance capacity.
