摘要
随着高等职业教育改革的深入推进,高职院校内部行政机构治理能力提升成为内涵式发展的重要内容。但是,经调查研究发现,高职院校内部行政机构治理能力提升过程中还存在着行政权力干预学术权力、行政机构设置不合理、行政职能部门协同性差、行政制度建设不健全、行政人员专业化水平不高等问题。因此,要通过坚持党委领导、构建新型治理结构、搭建扁平化运行组织、深化校院两级管理体制改革、健全行政体制机制、提高行政人员素质等方式,进一步明晰行政职权、精简行政机构、优化行政人员构成,从而激发办学活力,提升高职院校内部行政机构治理能力和水平。
With the deepening of the reform of vocational education,the improvement of the governance ability of internal administrative institutions in vocational colleges has become an important aspect of connotative development.However,through investigation and research,it is found that in the process of improving the governance ability of internal administrative institutions in vocational colleges,there are still issues such as administrative power intervening in academic power,unreasonable administrative institution settings,poor coordination among administrative functional departments,incomplete administrative system construction and low level of professionalism among administrative personnel.Therefore,it is necessary to further clarify administrative powers,streamline administrative institutions,optimize the composition of administrative personnel,stimulate the vitality of running schools,and enhance the governance capacity and level of internal administrative institutions in vocational colleges through methods such as adhering to the leadership of the Party committee,constructing a new governance structure,establishing a flat operating organization,deepening the reform of the two-tier management system of vocational colleges and their affiliated faculties,improving the administrative system mechanism,and enhancing the quality of administrative personnel.
